Make sure you don't have ''too much memory''. Win98 seems to have a systematic tendency to ... slow down if you have over 160MB of RAM. The more you'll have, the crappier the memory management will be. I don't know if it's the case for emulators (if there are any) but my guess would be that what emulates usually doesn't do what the original did 100% well, and what win98 was doing well ... it wasn't all that good in the first place.
SOooo, I'd say build yourself an other cheap desktop computer that has 128mram and runs on a PIII 500 Mhz, on an ASUS slot 1 motherboard that kicks ass (good luck on finding one tho) and hunt a good voodoo2 on Ebay. If you want the best of the best, find yourself a Maxi Gamer's Pheonix 16SDRAM; the best thing ever made for its time and the first to actually be a graphic accelerator card AND a graphic card in one . ah, how I miss those 3Dfx days.
