Movies get my vote. (Well, pie, actually, but that's another story.
Anyway, movies rule over TV for a number of reasons. They're, in general, better crafted, better acting, and have a greater over all effect on the watcher, especially if you're watching in the movie theater. Not there aren't acceptions so this rule. I think that a lot of anime are EXTREMELY well crafted in concept, and execution. There are also some American shows that are in this category. Samuri Jack, Buffy being good (if kinda opposite) examples. Wow, this turned out to be a long post. Darn you thought provoking question!

Good TV programing is hard to come by, mostly because execs want to soak programs for all they're worth so they continue to rip-off/spin-off till it's a dead horse you're flogging.
To put this in terms of anime, Cowboy Bebop was amazing, but it has a very definitive ending to it. The same can be said for many great works, but not most TV.
A second season of 24 is being made, just how is that not only possible, but what is there left to do? |
