I think your ALL wrong, I mean how can a "Bad" guy truly be bad when he never actually succeed in doing "Bad" things he's always stopped. So the worst is probably Sin, FF10, cause Sin kill's people, he doesn't go HAHAHAH I am gonna kill you *dies*.

Evil plots require heroes to stop them before the whole world goes boom...
But if we're going by a successful kill, then Kefka succeeded, Sephie did, Yu Yevon does, Seymour did, Albedo wins hands-down, Edea came close, etc...
So there are still quite a few who fit the criterion there who still are on the list. |

I think Lavos is more of a symbol than anything else. Well, also a huge-ass spikey thing with lots of stuff inside.
Along those same lines, Sin from FF10 is also a very similar symbol that helps define the metaphore of the world of Spira. |

Dood! The best Bad Guy ever was Big Boss from Narc. He was awesome and for some reason caused trouble for Bigfoot and them other Nintendo guys that had that cartoon I can't remember. |
