Ok so after a little research I found that Georgia passed a Compulsory Attendance law in 1916 which requires that a child attend some form of schooling from the ages of 6-16 or until the completion of 10th grade. If it is homeschooling, the parents must have the TIME to adequately instruct the child. If the family prefers a private school then they must have the MONEY for the child to attend. If these two factors are problems then the parents will have to enroll their child in a public school.
I'm still researching so please take this at face value for now.
