I've actually seen these before in Germany. They use them at crossings that are frequented by kids going to school to slow down cars.
They don't work. |

They just put crossings outside schools on speed bumps (unless they're "Pelican Crossings") in the UK, slows most people down, just not the "boy racer" variety who see it as a chance to either a. wreck their stolen car, b. try and make their car jump or c. its not an opportunity for anything, they just don't stop driving like a frikking retard. |

I've seen one Middle school by my new office that does something similar to this. It seems to be effective, but rather annoying.
They added a curvy divider and obstacles in the straight road by adding good size planting beds (with trees) so you have to pay attention and slow down so you don't hit one. |

Annoying yes, but wouldn't you rather slow down than have to scrub a childs face off of your bonnet when you get home?  |
