I saw Latias (it got away), I can see the area it is in on the Pokedex, but I cannot catch up to it. How do you actually catch up to it?

It randomly changes zones when you cross zone lines so You should check the map every time you change areas. Once you get in the same area as it make sure you have a pokemon one level lower than it was and then you can use super repel so that it will repel all weaker pokemon but Latias/Latios will be the only one to appear. That's what I did personally to catch it ^^.

Yeah, I did that for like a half hour. It went EVERY place but where I was. >_< Dumb pokemon is driving me nuts! I have almost every other pokemon that I can get without trading (I think I need to get a new link, or can GB Adv. SP trade with regular GB Adv.? I don't see why not.), and the really hard ones (like Jirachi, Regirock, etc.)

For that matter, how DO I get Regirock, Regice, and Registeel? I cannot find them, nor can I find Bagon anywhere in Meteor Falls. The guide I am using says they are found on the Ground floor in the small room, but I cannot figure out which is the small room. Do they mean the room where you go to the second floor, then take a ladder down and you are on a ledge overlooking the ground floor? I have Kyogre and Rayquaza in Sapphire and I have Groudon in Ruby, so the other legendaries are caught. Just having trouble with those.

You get Jirachi from a special disk you recieve from preordering Pokemon Colloseum. I would check ebay if you need a copy. I have one I'd be more than willing to let you use/borrow/have if you can't snag one somewhere closer.

Bagon is in meteor falls its just really really freaking rare.
For catching Bagon you have to have surf and waterfall it is on the Ground
floor in a small room with water when you enter surf across to the other side
and get TM 02 (Dragon Claw) walk around here and you will run into Bagon.

SP can trade with regular GB adcance.

The Regis you need to unlock by doing some stuff with braille in this one cave. After you do some stuff in the cave then they get unlocked and you can start hunting those suckers down.

Oh! Deoxys.
They had some sort of Tour across the country. Three stops total I believe. At each of the stops was like a tournament/trading place. They gave out these E-reader cards that you could use to scan in. It would unlock a ticket you use in Firered/LeafGreen to access an island Via the Ferry. Once you get to the island you'd be able to fight/capture Deoxys. The Thing about Deoxys is that there are Three versions of that critter depending on what version it's in. Trading it to a different version makes it become the other type. Each Deoxys has completely different stats and learns different moves.
Deoxys of Firered is heavily attack and speed based learning strong attack moves with high special and physical attack at the cost of defense stats.
Deoxys of LeafGreen is the opposite with high defense and low attack learning mostly defense moves.
Deoxys of Ruby/Saphire is balanced between attack and defense. Learning moves of both types.

Okay, I cannot find the room in Meteor Falls you are talking about. I found a room with secret power TM in it earlier (I think it was that TM, I don't have dragonclaw in my inventory, and I know I did not use it, so I have not found it yet).

You're gonna have to surf in some water and up some waterfall i believe.
I'll try to find my ruby version and go there there in depth but for now just look around for water and surf till you find some waterfalls or something. I'm gonna try to find my game. The Room Bagon is in has a majority of water with a strip of land at the top.
