I'm assuming you're doing this digitally? Just do a test to see how well it holds up to resizing.
If you're toning traditionally, I can already tell you that when you scan it in, it will look like crap. |

What I do, is have all the tones you want to use in a different file which has high dpi. Then when you transfer your tones to the page you want it on (assuming you are using photoshop and use layers) it doesn't blur or mess up the tones : D |

Yep. Just make sure your tones all have high dpi so that if/when they resize, they don't lose quality. |

Yup! I don't even copy / paste however! I have both files open and then I just drag the layer on the file that stores the tone into the file you want it on : D
